The Global Fund Funding Model


The Global Fund designates most funding to country allocations. Applying for funding allocated to countries is the responsibility of the Country Coordinating Mechanism, which is a national committee that includes representatives of all sectors (MGFCC in the case of Malawi). Through the Country Coordinating Mechanism, each country that receives an allocation submits funding requests for eligible disease components on behalf of the country as a whole.

Country Funding


As part of the funding cycle, countries apply for funding from the Global Fund through a multistep process. The funding is available in three-year periods, known as allocation periods or funding periods, and the application process is repeated each period

Using the relevant national strategic plan and country dialogue as the basis, a Country Coordinating Mechanism will develop a prioritized funding request, which is the plan for how the country would use the allocated funds if approved. A funding request may be for HIV, TB, malaria and/or resilient and sustainable systems for health, and can also be combined. Only one funding request may be submitted per eligible component. A request can be submitted during any review “window” during the cycle.

Selection of Principal Recipients (PRs) of Global Fund Grants


Prior to the submission of the Funding Request/proposal to the Global Fund, the Malawi Country Coordinating Mechanism (CCM) will put up a Call for Expression of Interest to which all interested organizations (Government and Civil society) will have to respond to. The Call for Expression of Interest provides clear eligibility criteria for prospective PRs. All applicants will then undergo a selection process that is transparent and well documented.

This TB/HIV program is based on the strategic objectives of the new National Strategic Plan for HIV and AIDS 2020–2025 and the National Strategic Plan for TB 2021-2025. The program is implemented by the Ministry of Health, responsible for interventions at primary, secondary and tertiary health facilities with a total grant amount of US$413,795,310.

The Malaria Grant New Fund Model 3

The grant is implemented by the Ministry of Health, responsible for interventions at primary, secondary and tertiary health facilities (bio-medical – mainly case management and at community level (iCCM). It is also responsible for LLIN routine and mass campaign distribution of and health systems strengthening with a total grant amount of US$ 58,981,176.
